President Wilson's statement of war aims to Congress on 8 January 1918. It called for open diplomacy, freedom of the seas, free trade, arms reduction, the restoration of Belgium, the return of Alsace-Lorraine to France, an independent Poland, self-determination for the peoples of Austria-Hungary and a general association of nations.
